His Majesty Urges Continued Efforts for Peace, Stability, and Improved Livelihoods as NA Resumes Sitting

Phnom Penh, 31 October 2024 – The National Assembly opened the Third Session of its seventh mandate Thursday under the high presidency of Samdech Rathsaphea Thipadei Khuon Sudary, President of the National Assembly.

In a message, His Majesty King Norodom Sihamoni, King of Cambodia, noted that the seventh mandate had been actively working in debating and passing numerous draft laws to serve the supreme interests of the nation.

The National Assembly has vigorously studied and overseen the Royal Government's strategic political platforms and the effectiveness of their execution, His Majesty said. It has also been addressing challenges faced by the people with remaining issues being settled in accordance with legislative procedures.

His Majesty mentioned the seventh mandate had strengthened the National Assembly’s roles and developed institutional capacities to properly address effective and efficient reforms and results.

Under the dynamic, wise and resolute leadership of Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, the Royal Government, has accelerated economic activities and built major national infrastructure over the past year.

To further preserve peace, security and growth for sustainable and inclusive development, the Royal Government has actively carried out key political platforms and measures laid out in Phase One of its Pentagonal Strategy. It has also thoroughly stepped up reforms in crucial areas to promote good governance and public services for citizens in a transparent, effective and quality manner.

For their "firm and clear-sighted leadership of the National Assembly,” His Majesty sincerely commended Samdech Rathsaphea Thipadei Khuon Sudary as well as the Honourable Kittisethabindit Cheam Yeap, First Vice-President, and the Honourable Vong Sauth, Second Vice-President.

At the same time, he commended “all members of parliament for tirelessly fulfilling your core duties with a high sense of responsibility and proudly achieving a whole host of fruitful outcomes for the sake of the best interests of the nation, the motherland and the people.”

His Majesty urged the National Assembly and Royal Government to continue striving hard to implement political platforms and the National Strategic Development Plan to ensure peace and stability, elevate the livelihoods of the people and attain better socio-economic growth.

In addition, he urged compatriots across the country to maintain strong national unity and solidarity to elevate Cambodia’s development and prosperity to the levels of other countries.

His Majesty requested the National Assembly and Royal Government to continue implementing political programs and strategies to develop the country more actively and vigorously to ensure peace and stability, improve people's livelihoods and advance socio-economic growth.

The opening day of the Third Session has seven items on the agenda:

Agenda Item 1: Royal Message from His Majesty King Norodom Sihamoni, King of Cambodia, to the 3rd Session of the 7th Legislature of the National Assembly;

Agenda Item 2: Summary Report on the Work Activities of the National Assembly between the 2nd and 3rd Sessions of the 7th Legislature;

Agenda Item 3: Decision on the validity of the mandate of His Excellency He Virak as a Member of Parliament for Kampong Chhnang Province, replacing the late Samdech Chaovea Vieng Kong Sam Ol;

Agenda Item 4: Election of His Excellency Ith Rady as a member of the Supreme Council of the Magistracy for the third mandate, elected by the National Assembly of the 7th Legislature;

Agenda Item 5: Discussion and approval of the proposed amendments to the Internal Regulations of the National Assembly of the Kingdom of Cambodia;

Agenda Item 6: Discussion and approval of the draft law on the approval of the Kingdom of Cambodia to be a party to the agreement on the adoption of the United Nations Joint Technical Regulations for vehicles, equipment and spare parts that can be equipped and/or used on vehicles and conditions for mutual recognition of conformity on the basis of UN regulations; and

Agenda Item 7: Discussion and approval of the draft law on wastewater systems.
