Phnom Penh, 11 November 2024 – The Secretariat-General of the National Assembly held a seminar on “Emerging Trends and Bibliometrics Analysis,” presented by His Excellency Dr. KUOK Fidero, Member of the National Assembly Advisory Council, at the National Assembly palace this morning.
The seminar aimed to enhance capacity development in bibliometrics analysis – the quantitative measurement of publications. It also focused on cultivating critical writing skills, understanding research norms, and applying analysis in foresight, horizon scanning, and emerging trends in the field.
Dr. Fidero emphasized the importance of critical analysis, encouraging trainees to read extensively. To gain foresight, he recommended methods such as SWOT analyses — to identify strengths, weaknesses, opportunities, and threats — as well as scenarios and game theory, including win-win, win-lose, lose-lose, and zero-sum games.
The Under Secretary of State noted that understanding the political views of decision-makers requires awareness of public opinion, which can be achieved by reviewing books and other publications accessed via physical or electronic libraries.
“Technology is merely a tool,” he said. “Its true value is determined by how effectively it is utilized by its users.”
Finally, Dr. Fidero expressed his profound thanks to the participants and expected that this presentation would be a valuable source of knowledge to effectively improve work performance.
