Cambodia Concludes Meeting of International Parliaments with Announcement of Universal Peace Charter

Phnom Penh, 25 November 2024 – The 11th Plenary Session of the International Parliament for Tolerance and Peace (IPTP) concluded Monday with the announcement of a Universal Peace Charter for People and the Planet.

“Our collective voice, united in the call for peace and tolerance, underscores our shared commitment to a world free from the turmoil of war and conflict,” Samdech Rathsaphea Thipadei Khuon Sudary, President of the National Assembly of Cambodia, said in closing remarks.

"We envision a global community where sustainable peace is built on mutual respect, understanding, and trust,” she said.
 
“Across various multilateral platforms — whether parliamentary, governmental, or through civil society — we must continue fostering dialogue and partnerships, applying human-centered approaches to peace, including the enhancement of women’s participation and contributions to the peace process. Multi-stakeholder collaboration and partnership are instrumental to peace.”

Samdech Khuon Sudary praised Cambodia's journey towards peace, attributing the nation's stability and prosperity to the Win-Win Policy of Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate and former prime minister.

She expressed confidence in Cambodia’s continued success under the leadership of Prime Minister Samdech Moha Borvor Thipadei Hun Manet. 

Samdech Khuon Sudary called for further efforts to strengthen multilateralism and a rules-based international order, stressing the need for a fairer system that recognizes contributions from the Global South. 

She also highlighted the importance of leadership for peace and congratulated Samdech Techo Hun Sen on his award of a Peace Medal on Sunday. 

The session concluded with a call to action, urging all participants to turn their commitments into meaningful actions and continue fostering dialogue and partnerships for global peace and prosperity.

“This is just the beginning of a renewed chapter of shared responsibility to advance world peace," Samdech Khuon Sudary said.

“Together, we can create a greater impact for humanity by working in unity, supporting one another, and amplifying our voices for tolerance and peace." 

Samdech Khuon Sudary expressed heartfelt gratitude to all participants for their dedication and contributions, which were instrumental in the success of the Plenary Session. 

In addition to the Peace Charter, the 11th Plenary Session marked significant milestones including the adoption of a Phnom Penh Declaration. 

The IPTP also signed three memoranda of understanding with the ASEAN Inter-Parliamentary Assembly (AIPA), the International Association of Parliamentarians for Peace (IAPP) and the Asia National Assembly Water Consultative Board (AAWC). In addition, the meeting adopted reports by five IPTP committees.
