Hon. Zhong Ming Emphasizes the Spirit of Reform: Strong Heart, Wisdom, Courage, and Focus

Shanghai, 16 October 2025 — The delegation of the Secretariat-General of the National Assembly of Cambodia, led by H.E. Dr. Chheang Vannarith, Deputy Secretary-General and Chairman of the Advisory Council, paid a courtesy call on Hon. Zhong Ming, Vice-Chairwoman of the Standing Committee of the Shanghai Municipal People’s Congress, at the People’s Mansion in Shanghai on Thursday.

During the meeting, Hon. Zhong Ming extended a warm welcome to the Cambodian delegation and conveyed her heartfelt greetings to Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of the Kingdom of Cambodia. She fondly recalled the gracious hospitality extended to her during her previous visit to Phnom Penh and also sent her best regards to H.E. Nin Saphon, Chairwoman of Commission 9 of the National Assembly.

Hon. Zhong Ming underscored that China and Cambodia are “true friends” whose partnership is grounded in mutual respect, trust, and understanding. She emphasized that China values the iron-clad friendship forged by the leaders of both nations and reaffirmed her country’s continued support for Cambodia’s national development and prosperity.

In response, H.E. Dr. Chheang Vannarith expressed his sincere appreciation for the warm welcome and conveyed Samdech Khuon Sudary’s gratitude for the deep and enduring friendship between the two legislative institutions. He also highlighted Cambodia’s interest in learning from China’s experience in advancing whole-process people’s democracy, describing it as an inspiring model for inclusive governance and citizen participation.

Expanding on this topic, Hon. Zhong Ming remarked that whole-process people’s democracy is a dynamic and evolving system rooted in each nation’s unique historical and cultural context. She stressed that people are the foundation and future of a nation’s progress, and that developing human capital is essential to building institutional resilience and achieving sustainable development.

H.E. Khuon Davith, Deputy Secretary-General of the National Assembly of Cambodia, expressed his heartfelt thanks to Hon. Zhong Ming for her thoughtful insights, noting that effective reform requires a strong heart, wisdom, courage, and focus.

Following the courtesy call, Hon. Zhong Ming hosted a luncheon in honor of the Cambodian delegation. The gathering was marked by a warm and friendly atmosphere, during which both sides exchanged views on strengthening parliamentary cooperation and promoting closer people-to-people exchanges between Shanghai and Cambodia. The discussion reaffirmed their shared commitment to deepening friendship and advancing an all-weather community with a shared future in the new era.
