Phnom Penh, 1 July 2026 — His Majesty Preah Karuna Preah Bat Samdech Preah Boromneath King NORODOM SIHAMONI called on Cambodians at home and abroad to remain united in the spirit of patriotism, loyalty, and trust, and to support efforts to safeguard Cambodia’s sovereignty and territorial integrity through peaceful means in accordance with international law, while continuing to advance institutional reform and state modernisation for national prosperity.
 
The Royal Message was delivered by Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly, at the opening of the Sixth Session of the Seventh Legislature on Wednesday morning, attended by 106 Members of the National Assembly, ambassadors, representatives of UN agencies in Cambodia, and development partners.
 
In the Royal Message, His Majesty expressed great satisfaction with the achievements accomplished by Members of the National Assembly during the parliamentary recess, noting that these reflected their responsible performance of constitutional duties in serving the nation and the people.
 
His Majesty commended the National Assembly's adoption of the Military Conscription Law and ratification of the United Nations Convention on the Law of the Sea (UNCLOS), describing both as timely measures to strengthen national defence, safeguard sovereignty and territorial integrity, promote sustainable maritime governance, and foster patriotism among younger generations.
 
His Majesty also praised Members of the National Assembly for maintaining close engagement with their constituencies, addressing citizens' concerns, improving livelihoods, and strengthening national unity. In addition, His Majesty commended their support for frontline armed forces and displaced residents in border provinces, while reaffirming Cambodia's commitment to resolving border issues peacefully and in accordance with international law.
 
Expressing satisfaction with the achievements of the Royal Government under the leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister, His Majesty highlighted its efforts to maintain peace, political stability, public order, and macroeconomic stability while advancing socio-economic development through investment promotion, job creation, strengthened production capacity and supply chains, and improved livelihoods for the Cambodian people.
 
His Majesty the King further encouraged Cambodian youth to fulfill their responsibilities under the Military Conscription Law, emphasizing that their participation is an important contribution to strengthening the nation and enhancing its resilience.
 
His Majesty commended the leadership and Members of the National Assembly for their dedicated service to the nation, offered prayers for the well-being and prosperity of the Cambodian people, and wished the Sixth Session of the Seventh Legislature every success.
