National Assembly Secretariat-General Launches e-Parliament Training to Strengthen Governance and Administration

Phnom Penh, 6 July 2026 — The Secretariat-General of the National Assembly officially launched a training course on the “Use of the e-Parliament System” on Monday morning at the National Assembly Palace, marking a significant step in advancing digital transformation.

The opening ceremony was presided over by Hon. Leng Peng Long, Secretary-General of the National Assembly, with the participation of Deputy Secretaries-General, Inspector-General, Directors-General, senior officials, trainers, and approximately 140 trainees, while many other joined virtually.

In his remarks, Hon. Secretary-General highlighted that the training is part of the implementation of Cambodia’s Pentagonal Strategy – Phase I under Samdech Thipadei Hun Manet, Prime Minister of Cambodia, with digital technology identified as a key pillar of public administration reform and digital government development.

He noted that, under the visionary and transformative leadership of Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly, the Secretariat-General is modernizing its administration toward the realization of an “e-Parliament,” a milestone in improving efficiency, transparency, and administrative operations in the Seventh Legislature.

The Secretary-General stressed that the transition to a digital management system requires not only technical upgrading but also a shift in mindset and workplace culture, emphasizing that effective implementation depends on the active participation and digital literacy of all users.

Hon. Secretary-General urged trainees to actively engage with the system to become competent “digital officers,” called on trainers to provide clear, practical guidance and ongoing support, and stressed the importance of strict compliance with cybersecurity protocols.

He also expressed appreciation to the technical team of the ICT General Department for organizing the training. The program will run from 6 to 10 July 2026, in morning sessions.

In the context of digital transformation, the National Assembly’s reform efforts primarily focus on strengthening systems and developing Human Resources.
