Phnom Penh, 28 August 2026 — The Second Inter-Parliamentary Speakers’ Conference (ISC-2) concluded in Phnom Penh on Friday with the adoption of the Phnom Penh Declaration, reaffirming the commitment of participating parliaments to peace, international law, effective multilateralism and sustainable development.
 
Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia, said the declaration embodied the collective voice and commitments of the conference.
 
“The Declaration sets out key priorities and practical pathways towards a more peaceful, just, equitable and prosperous world, guided by a people-centred approach,” she said in her closing remarks.
 
The declaration reaffirmed the importance of resolving disputes peacefully through diplomacy and dialogue in accordance with international law.
 
It also called for open, inclusive and effective multilateralism and accelerated implementation of the United Nations Sustainable Development Goals.
 
The participating parliamentary leaders reaffirmed their commitment to ensuring the continuity, effectiveness and sustainability of the ISC, while welcoming broader participation from interested parliaments.
 
Samdech Khuon Sudary emphasized that the aspirations and well-being of the people must remain at the heart of parliamentary cooperation.
 
“As parliamentarians, we have a shared responsibility to ensure that our people can live in peace, dignity, harmony and prosperity,” she stressed.
 
The declaration reflected the conference’s broader discussions on strengthening parliamentary diplomacy, building strategic trust and preventing conflicts through dialogue and cooperation.
 
Hosted by the Cambodian Parliament from 26 to 28 August, ISC-2 was held at the General Department of Taxation Conference Tower under the theme “Solidarity for Peace and Shared Prosperity: Strengthening International Law and Resolving Conflicts Peacefully.”
 
At the closing ceremony, Samdech Khuon Sudary congratulated and thanked the Senate of Indonesia for assuming the chairmanship of the Third Inter-Parliamentary Speakers’ Conference.
 
She called on participating parliaments to carry forward the spirit of Phnom Penh through concrete action, build bridges across divides, choose dialogue over confrontation and work together for peace and prosperity shared by all.
